Lieutenant General Honoré is a native of Lakeland, Louisiana. He was commissioned a Second Lieutenant of Infantry and awarded a Bachelor of Science degree in Vocational Agriculture upon graduation from Southern University and A&M College in 1971.

Prior to his command of Joint Task Force-Katrina – leading the Department of Defense response to Hurricanes Katrina and Rita in Alabama, Mississippi, and Louisiana – General Honoré served in a variety of command and staff positions which focused on Defense Support to Civil Authorities and Homeland Defense.
As Vice Director for Operations, J-3, The Joint Staff, Washington, D.C., and, as the Commander, Standing Joint Force Headquarters-Homeland Security, United States Northern Command, General Honoré’s focus was Defense Support to Civil Authorities and Homeland Defense. For four of the past six hurricane seasons, he supported the Department of Defense planning and response for Hurricanes Floyd in 1999; Lilli and Isidore in 2002 (both hit the Gulf Coast); Isabel in 2003; and Charley, Frances, Ivan and Jeanne in 2004. General Honoré also planned and supported the United States military response to the devastating flooding which swept Venezuela 1999 and Mozambique in 2000. As Vice Director for Operations, he led the Defense Department’s planning and preparation for the anticipated Y2K Millennium anomaly.
As Commander of SJFHQ-HLS under NORTHCOM direction, he planned and oversaw the military response to the Space Shuttle Columbia Tragedy and the DC Sniper Shootings. Additionally, General Honoré participated in three TOPOFF (Top Officials) exercises as well as the United Endeavor series of Homeland Defense exercises.
Among his assignments are Commanding General, First Army; Commanding General, SJFHQ-HLS, U.S. Northern Command; Commanding General, 2d Infantry Division, Korea; Deputy Commanding General/Assistant Commandant, United States Army Infantry Center and School, Fort Benning, Georgia; and the Assistant Division Commander, Maneuver/Support, 1st Calvary Division, Fort Hood, Texas. He has also served as the Brigade Commander, 1st Brigade, 3rd Infantry Division, Fort Stewart, Georgia; Senior Mechanized Observer/Controller, “Scorpion 07,” National Training Center (25 rotations); and Commander, 4th Battalion, 16th Infantry Brigade, 1st Infantry Division, Germany. General Honoré’s awards and decorations include the Defense Distinguished Service Medal (one Oak Leaf Cluster), the Distinguished Service Medal (one Oak Leaf Cluster), the Defense Superior Service Medal, the Legion of Merit (four Oak Leaf Clusters), the Bronze Star Medal, the Defense Meritorious Service Medal, the Meritorious Service Medal (three Oak Leaf Clusters), the Army Commendation Medal (three Oak Leaf Clusters), the Army Achievement Medal, the National Defense Service Medal (two Bronze Service Stars), Armed Forces Expeditionary Medal, Southwest Asia Service Medal (one Bronze Service Star) the Global War on Terror Service Medal, the Korean Defense Service Medal, Armed Forces Service Medal, Humanitarian Service Medal, Army Service Ribbon, the Overseas Service Ribbon (4), Kuwait Liberation Medal (Saudi), the

- General Honoré retired on February 29, 2008, following 37 years of active service with the United States Army. He continues to speak and consult nationally on Building a Culture of Preparedness.
Kim Parker is a proven leader and innovative thinker with over 20 years of clinical experience in social work, mental, health, and human services fields. She co-founded and led a Christian nonprofit organization in 2020 in the midst of the pandemic.
Prior to that, Kim managed a private practice for eleven years providing psychotherapy for children and families as a licensed clinical social worker. As a former refugee turned immigrant and naturalized citizen, Kim is a freedom-loving American who has benefited from the many opportunities that her newly adopted country has afforded her. Having received an international peace award in high school and numerous merit-based scholarships for college, Kim appreciates this country’s founding culture of individualism, free market capitalism, freedom of religion, freedom of speech, and civil rights for all.
Kim obtained her Bachelor of Science in Biology from Stanford University (’95), a Master of Social Work from San Jose State University (’98), and a Doctor of Education from Houston Baptist University (’22). Her dissertation research was a qualitative study, “Examining Non-abusive Use of Corporal Punishment in Christian Households”.
Kim is a married mother of three teenagers who authored East Meets West: Parenting from the Best of Both Worlds– a self-help memoir that discusses parenting from a cultural and immigrant American’s perspective. Having experienced her share of overcoming hardships in life, Kim credits this land of freedom and opportunity in helping her achieve upward mobility. Kim is also grateful to the Christian church in America for sharing with her the loving hospitality of the faith. She is passionate about encouraging Americans to persevere through life’s numerous trials and obstacles with truth and grace.

Executive Bio
Rochelle Adler, is the Chief Executive Officer and founder of Media Merchants Group
(MMG), a Direct Response company that specializes in providing direct–to–consumer marketing
campaigns; as well as related services. She is responsible for creating one of the most quality
driven and dynamic specialized marketing companies for Fortune 100 to 500 companies.
Rochelle launched MMG in 2015 after a successful career at American Bankers Insurance
Group (ABIG), post–merger known as Assurant. Rochelle was part of the executive merger team when ABIG became Assurant.
Current Responsibilities
Rochelle is ultimately responsible for directing all of MMG’s current activities; recognizing
and planning future growth opportunities:
- Creating or approving long and short–term strategies associated with day–to–day
and growth–related activities;
- Assuring the continued adherence to the highest quality standards;
- Recognizing and developing new management or creative talent, at all levels of
the organization;

- Developing new partnerships / mergers that allow MMG to grow its value to Clients
while maintaining its core, quality–driven corporate culture;
- Recognizing, as well as developing, symbiotic relationships and opportunities
between markets, products, organizations and product verticals.

Throughout her career, Rochelle initiated Marketing Programs, created new paradigms and campaigns that changed the then current, and heralded–in today’s modern, techno and social media–centric global marketing industry. She harnessed the newest and developing technologies in a business savvy and, most importantly, consumer accessible, profitable way.
As an early adopter of emerging disruptive technologies, Rochelle was recognized for her marketing innovations that opened and created new marketing channels through dynamic relationships that merged force–multiplying energies, products and services: these specifically crafted marketing channels continue to generate several Billion Dollars annually.
Rochelle’s understanding of today’s business and marketing technologies stems from having been there, creating 21st century marketing, from its social and technology inception, during the late 20th century. Her legacy and experience allow Rochelle to intuit useful, additional key components to seamlessly merge empirically proven, classic marketing principles with evolving technologies and markets.
Rochelle brings more than 30 years of Global, Fortune 500 Household Brands marketing
experience augmented by her strong reach and close domestic and International
relationships in such verticals as: Life Insurance; Property & Casualty Insurance; Life Insurance
Settlements; and, Warranty Insurance, among others.
She has provided marketing consulting services to Law Firms and Insurance Companies. Rochelle has provided testimony to the US Congress and served as a Lobbyist for Compliance issues; becoming a recognized expert in the process. Rochelle also brings Fortune 10 management experience. In addition to creating highly successful global marketing campaigns, Rochelle has respectively built and designed both physical structures & technologies and has managed seven (7) Contact Centers employing more than 300 employees worldwide.
A key to her success is her strong technology background and experience in the development of integrated data and communication systems; as well as, Applications that support these campaigns.
Rochelle’s long history of working with globally recognized clients also speaks to her
abilities not only to perform, but also to maintain their confidence & personal credibility at the
highest levels. She created and was the driving force behind building several highly targeted,
dynamic marketing databases that are still currently used by some of the leading companies
specializing in Insurance, Risk Mitigation & Identity Verification.
Under Rochelle’s stewardship, MMG has driven numerous successful marketing campaigns for Financial, Educational, Insurance, Mass Tort, SSD, Personal Injury and Motor Vehicle Accident Clients. The results from these successful campaigns, alone, have made MMG a leader in Lead Generation.
Early in her career, Rochelle worked in the Detroit Symphony Orchestra’s Live Event
Marketing Division. She attended Wayne State University where she pursued a Bachelor of Arts
degree.

consulted upon significant Federal and State Political Campaigns since 2001 for both major
United States Political Parties – a distinction earned by very few.

Rochelle provided consulting marketing support to ABIG’s Puerto Rican, Canadian, United
Kingdom, and Argentine offices; including several respective Direct Response Teams and
Contact Centers with multi–national locations.
Data Acquisition & Database Management Campaigns
Rochelle provides outside consulting services to Dunn & Bradstreet’s MDR division.
Industry Awards and Recognition
ABIG recognized Rochelle for her management and technology abilities; by awarding her
several notable domestic and international Awards; as well as, Letters of Appreciation for
distinction in her field: including among others, two highly esteemed ‘Above and Beyond the Call’ (ABC) Awards from ABIG for her identification, development, early adoption and successful re–engineering of both existing; as well as new business technology opportunities. Most ABIG
employees go their entire career without being considered for an ABC. During the 20th Century,
Rochelle was awarded two (2) ABC within as many years when she leap–frogged ABIG into 21st century marketing, years ahead of the competition.
Today, Rochelle is a recognized Direct Response Marketing Industry leader creating,
building and managing TV; Cable; Radio; Internet; Direct Mail; SMS; SEO; Social Media, Episodic Social Media; Product Placement and Form–fill Host and Post.
Antonio “Tony” Palá is a 26-year U.S. Air Force (USAF) Veteran with a variety of operational, leadership, training, and academic roles.
Tony entered the Air Force in 1980 and graduated from Undergraduate Pilot Training in 1981 followed by several operational flying assignments. He had two teaching tours at the USAF Academy (USAFA) in Colorado teaching in the Foreign Language Department and as an instructor in the 557th Flying Training Squadron. Tony also served as an Exchange Instructor Pilot with the Spanish Air Force in San Javier, Spain and was the Chief of Officer Courses at the Inter-American Air Forces Academy training Latin American Air Force Officers. Prior to his second assignment at USAFA he attended the Graduate School of International Studies at the University of Miami, FL to complete a Doctorate in International Relations, He finished his USAF career at Randolph AFB in San Antonio, TX where he was selected as one of the initial cadre of pilots for the new T-6A Texan II trainer and served as the Air Education Command Training Program Manager for T-37 courseware and simulator contracts.
After his retirement from the USAF in 2006, Tony joined Textron Aviation (then Raytheon Aircraft Company) as a Regional Sales Executive selling T-6 military training aircraft. He was the business development and capture leader for two major Foreign Military Sales (FMS) aircraft programs with the Royal Moroccan Air Force and the Israeli Air Force. Tony was instrumental in forming the Global Mission Support division and directed the creation of logistics programs for Iraq & Mexico. In his last role with Textron Aviation he served as the Director of Aftermarket Support for Special Missions aircraft. In this role he was instrumental in the sale of parts & support for hundreds of US Government (USG) and international aircraft. The USG contracts involved working with major defense contractors and Small Business partners. Tony retired from Textron Aviation in December of 2019 and continued consulting in the aeronautical industry.
Tony has earned a Bachelors in Marketing from Florida International University, Masters in Computer Data Management and is currently pursuing his PhD in International Relations from the University of Miami.
In November 2020, Tony assumed the role of Senior Business Development Specialist with UTSA Procurement Technical Assistance Center (PTAC) funded by the Defense Logistics Agency (DLA), providing technical assistance to business owners to expand their business into federal, state, regional, county, and local markets with government, prime contractors, and military installations.
